Each entry is a concise public pointer. The YAML record carries the full factual scope, explicit non-authorizations, evidence links, outcome, open question, correction route, and retention rule.

A source record is not a victory lap.

It is a compact statement of what exists, what does not yet exist, and which decisions remain with a responsible person. The current flagship is source-complete but not deployed. The current portal is source-ready but does not have an approved hostname. These are not gaps to hide; they are boundaries to operate.
